Haiti Analysis: $1.2 billion in debts canceled to help Haiti

PORT-AU-PRINCE, Haiti (AP) — Three international organizations canceled $1.2 billion of Haiti's debt Tuesday, freeing up millions of dollars each year for the deeply impoverished Caribbean nation that is beset by humanitarian crises.

The World Bank and the International Monetary Fund said their boards decided this week to forgive Haiti's obligations to the two organizations, a move that triggered previously announced debt relief from the Inter-American Development Bank.

The actions erased nearly two-thirds of Haiti's outstanding debt. As of April, Haiti owned more than $1.9 billion, according to the Washington-based Center for Economic and Policy Research.

"This is a pretty big victory, definitely. This is what we've been wanting," said Dan Beeton, an analyst with the center, said by phone from Washington. "It's a shame it had to take so long."

Until now, the desperately poor country, where more than 80 percent of its approximately 9 million people live on less than $2 a day, has been paying about $1.6 million each month to the World Bank, according to debt relief advocates at the Jubilee USA Network.

A significant portion of the debt forgiven Tuesday dates back to loans that lined the pockets of Haiti's dictators, especially Francois "Papa Doc" and Jean-Claude "Baby Doc" Duvalier, whose father-son dynasty ended in a 1986 popular rebellion.

Haiti was added to the World Bank and IMF's debt cancellation program for heavily indebted poor countries in 2006. The Inter-American Development Bank previously approved debt relief for Haiti, pending its completion of that program.

But it took several years for Haiti to implement reforms that included auditing government accounts, adopting a law on public procurement and strengthening tax and customs administration, as well as debt reporting. Other steps included approving an AIDS prevention and treatment plan, financing school tuition for children and improving immunization rates.

That was accomplished in spite of years of turmoil, including last year's food riots that toppled the prime minister and four tropical storms that killed some 800 people and caused more than $1 billion in damage.

Finance Minister Daniel Dorsainvil praised the announcement in a statement issued through the World Bank, saying the millions freed up from debt payments "will help us invest in growth and poverty reduction programs."

Others were skeptical about the benefits of the move. Haitian economist Kesner Pharel said debt forgiveness will make it far more difficult for Haiti to get new loans, impeding the government's ability to finance much-needed improvements in infrastructure and other areas.

"I don't see the government for the next five to 10 years having a lot of money. It's a bad idea. It's a cost, not a benefit," Pharel said.

Haiti is the 26th country to have its debt forgiven under the initiative, a list that includes Rwanda, Sierra Leone, Honduras and Bolivia.

Here is a thought provoking video about the stimulus package, Congress, the Constitution and many other topics.

I disagree with some of it, especially mandatory service. If the founders wanted mandatory service or English as the national language, they would have put it in the Constitution. Require a bunch of 18 year olds to join the military and you are begging for another war or more police actions. The US simply cannot afford to be the world's policeman.

The video also left out a discussion of money and gold that would have been interesting. However, most of what was said about Congress and spending rings a big bell.

Millions of people have played this video, and it is a good topic for discussion this 4th of July weekend.

Read this and then read this. Now read the offering from The Times and wonder.

Looking at the bigger picture, Matthew Parris reckons we can't win, while Tim Collins, on a narrower front, writes about Rupert Thorneloe and ventures that this was war. "Things like this happen, and often they are flukes," he says.

We beg to differ. We all accept that, in war, soldiers die. What is not acceptable is unnecessary deaths - deaths which could have been avoided with a modicum of care and forethought.

In Aden in the 60s, British forces were issued with mine/IED protected vehicles. In the 70s, the Rhodesians developed a range of such vehicles and saved many lives. In Bosnia, the designs were used by British troops. In Iraq, US forces developed a greater range of such vehicles, which reduced IED casualties by 80 percent.

Col Thorneloe's death was not a "fluke" - it was a duff piece of kit called the Viking, that was not armoured against an underbelly threat. It should never have been allowed into theatre. Our military vehicle designers, the MoD and the military have sat on their hands for nigh on 30 years, ignoring the mine/IED threat.

This is the result - 35 percent of our dead in Afghanistan have occurred in poorly-protected vehicles. In the one properly designed vehicle we have out there, the death rate has been nil. Go figure.

Rarely has the death of one soldier invoked such an intensity of comment – and never in recent times. Even the defence minister has been forced to defend the MoD's position, insisting that British forces in Afghanistan were "better equipped than they have ever been". Many are not entirely convinced.

In one thing, therefore, we were absolutely right, suggesting that Col Thorneloe's death was "a major incident with huge political ramifications". Our earlier pessimism about the behaviour of the media was perhaps unwarranted, although it is largely The Times making the running. It was The Daily Telegraph that made the running yesterday.

The Times has Michael Evans reporting that Thorneloe's death "reignites equipment row" – although he is falling for the MoD line that the Viking was adequate when it was introduced to theatre – which it never was – and accepts uncritically the idea that the Warthog replacement will resolve the problem. It will not.

In another piece, Deborah Haynes compares US performance with the British in delivering MRAPs to theatre - 12,000 as opposed to Britain's 235. She does not go into why that is the case, and why the British Army is so reluctant to embrace mine/blast protected vehicles. Exploring that might give her (and her readers) some real insight into what is going on.

Instead - and in both pieces - Liam Fox is quoted. In the first, he is blaming the lack of helicopters on Mr Brown’s refusal to supply adequate funds for the campaigns in Iraq and Afghanistan when he was Chancellor. "Gordon Brown denied the Armed Forces the funds they needed," he declares. As always, little Liam has never sussed the real story.

In the second piece, he asks, "Why is it that other countries are able to give their armed forces what they need, when they need it and where they need it, but under the current Government we are unable to do the same?" His answer to his own question is not recorded.

Fox, therefore, is offering the usual, low-grade, formulaic stuff but, even then, he is on his own - other than renta-mouth Mercer who, like Fox, is complaining of shortage of funds. But then, the Tories have never been able to get their heads round the fact that this is not about money. Their stance is politically maladroit and illogical, as it is in their interests to find cheaper ways of doing things as they will not be able to throw money at the problems. They are setting themselves up for a fall,

Nevertheless, the lack of any intelligent Opposition does not entirely surprise us. Nor does the lack of engagement in the political blogosphere. When we see this, however, we suspect they have lost it.

I don't know what is more worrying – the piece itself, or that there are 197 comments (at the time of writing). If this is in any way indicative of the future under a Tory administration, our troops would be well advised to look for a quick exit.

Everyone is appropriately outraged that the former head of the CIA unit which hunted Bin Laden for almost a decade - Michael Scheur - told Glenn Beck:

But people aren't putting this in context. In fact, many Neocons have also stated a desperate yearning for another attack on America (and see this).

But there is another story here as well.

Remember:

* The CIA commander in charge of the capture of Bin Laden during the invasion of Afghanistan said that the U.S. let Bin Laden escape from Afghanistan

* A retired Colonel and Fox News military analyst said:

"We know, with a 70 percent level of certainty — which is huge in the world of intelligence — that in August of 2007, bin Laden was in a convoy headed south from Tora Bora. We had his butt, on camera, on satellite. We were listening to his conversations. We had the world’s best hunters/killers — Seal Team 6 — nearby. We had the world class Joint Special Operations Command (JSOC) coordinating with the CIA and other agencies. We had unmanned drones overhead with missiles on their wings; we had the best Air Force on the planet, begging to drop one on the terrorist. We had him in our sights; we had done it ....Unbelievably, and in my opinion, criminally, we did not kill Usama bin Laden."

* French soldiers insist that they easily could have captured or killed Bin Laden, but that the American commanders stopped them

In other words - as demonstrated above - the U.S. did not really try to capture Bin Laden.

And remember that the Congressional Joint Inquiry into 9/11 discovered that an FBI informant had hosted and rented a room to two hijackers in 2000 and that, when the Inquiry sought to interview the informant, the FBI refused outright, and then hid him in an unknown location, and that a high-level FBI official stated these blocking maneuvers were undertaken under orders from the White House (confirmed here by the Co-Chair of the Joint Inquiry and former Head of the Senate Intelligence Committee, Bob Graham; and see this Newsweek article).

And that a key Al Qaeda trainer actually worked with the Green Berets and the CIA and was an FBI informant.

And that the CIA may have helped most of the 9/11 hijackers get their visas to the U.S.

And that CIA agents allegedly met with Bin Laden two months before 9/11, when he was already supposedly wanted for the bombing of the U.S.S. Cole, and when it was obvious to the intelligence services that he was supposedly planning 9/11.

Given that the government shielded top Al Qaeda members, and give that one of the top guys responsible for capturing Bin Laden now wishes OBL would attack America using weapons of mass destruction, the question must be asked whether people within the U.S. government wanted Bin Laden to attack the U.S. prior to 9/11.

This is an especially interesting question since a delay of a couple of minutes would have allowed the 9/11 attacks to succeed.

Here, 'George Washington' correctly perceives that the dots are connected, though incompletely by failing to close the circuit at the top of the political pyramid by not pointing at just where "all roads" lead to: Rome. Surely the matter deserves a cursory 'wobble effect' study regarding the oldest and largest institutions of Romish-Masonry.

But one such group is the SMOM.

The whole idea of being so involved with education of course is perpetuating ignorance of the continuing counter reformation.

June 24 (Bloomberg) -- David F. Wherley Jr., the head of the Washington National Guard who scrambled jets over the city during the 9/11 terrorist attacks, was among those killed in the worst commuter train crash in the city’s history, officials said.

Wherley’s wife, Ann, was also among the nine people killed when a train plowed into the rear of a stopped train during rush hour on June 22, Quintin Peterson, a spokesman for the Metropolitan Police Department, said in a telephone interview. Both were 62 and lived in southeast Washington.

Wherley was commander of the 113th Fighter Wing at Andrews Air Force base in Maryland during the September 2001 terrorist attacks and sent up aircraft with orders to protect the White House and the Capitol, according to the 9/11 Commission report.

He commanded the District of Columbia National Guard from 2003 to 2008, the unit said in a statement.

“I had the opportunity to work with him as he commanded the troops here in D.C. and as he sent them off to war,” Washington Mayor Adrian Fenty said at a news conference yesterday. “He was as fine a public servant and as dedicated to the United States of America and everything that is great about this country as anyone I have ever met.”

The operator of the train, Jeanice McMillan, 42, of Springfield, Virginia, was also killed, according to Angela Gates, a spokeswoman for the Washington Metropolitan Area Transit Authority.

Others Who Died

The others who died were Mary Doolittle, 59, of northwest Washington; Veronica Dubose, 29, of northwest Washington; Ana Fernandez, 40, of Hyattsville, Maryland; Dennis Hawkins, 64, of southeast Washington; Lavonda King, 23, of northeast Washington and Cameron Williams, 37, whose address wasn’t available, Peterson said.

Wherley established the D.C. National Guard’s Youth Challenge program, according to the guard’s statement. The residential program offers academic instruction, physical training and discipline to young people including high school dropouts, according to its Web site.

“General Wherley was not only the quintessential citizen soldier -- he also made valuable contributions to our community,” said Senator Mary Landrieu, a Democrat from Louisiana, according to the guard’s statement. Landrieu said the Youth Challenge program “has changed the lives of thousands of at-risk children in D.C. and around the country.”

Wherley flew T-38 training jets and F-105 Thunderchief and F-4 Phantom combat jets during a military career that began in 1969, according to the guard’s statement. It said he earned a bachelor’s degree in economics from Fordham Jesuit University in New York City in 1969, and a master’s in business administration from the University of Maryland in 1977.

The Wherleys left a son, David, who is a noncommissioned officer in the U.S. Army Golden Knights, a daughter, Betsy, and one grandchild, according to the guard.

The reason for his hatred is that his father, Adam Snr. - the founder of the sparse Scottish National Liberation Army - is currently also behind bars in Cloverhill Prison, Dublin, for a letter bomb campaign (27 attacks) which included Princess Diana.

Curiously, even in this tale there are shades of conspiracy theories, with some saying that Busby senior was, maybe is, an agent provocateur, indeed working for M15.

Today, the Oil Drum is featuring an article by pseudo-scientist Richard "worldwide permanent electrical blackouts by 2007" Duncan, and the intro by Nate Hagens begins like this:

The uninitiated may not know what is going on here, so let me explain. The "Social Contract Quarterly" is not a scientific journal. It's a rag published and edited by overt white supremacists.

Let me be clear:
The Oil Drum, an ostensibly scientific and reality-based website, is directing its readers to a white supremacist publication and website.

With a strong focus on immigration, The Social Contract Press (TSCP) sells books from its on-line bookstore and publishes a quarterly journal, The Social Contract. TCSP says it favors lowering immigration levels merely "to reduce the rate of American's population growth, protect jobs, preserve the environment, and foster assimilation."

But it publishes a number of racist works, including a reprint of the "gripping" 1973 book, The Camp of the Saints (see Fear and Fantasy), a French racist fantasy novel about the obliteration of Western civilization by dark-skinned hordes from India. The novel, like the race war fantasy The Turner Diaries, has become a key screed for American white supremacists.

The Social Contract is edited by Wayne Lutton, who recently the joined the editorial advisory board of the newspaper of the white supremacist Council of Conservative Citizens (CCC).

At a 1997 CCC conference, Lutton said Third Worlders "have declared racial demographic war against us. ... Why are their populations exploding? Because ... our people have exported medical technology and we feed them.

"Had we left them alone, many of them would be going extinct today."

The Social Contract has published articles by James Lubinskas of the racist American Renaissance magazine; Brent Nelson, who like Lutton is on the advisory board for the CCC's periodical, and Sam Francis, current editor of the CCC tabloid.

John H. Tanton, publisher of The Social Contract Press and founder of the Federation for American Immigration Reform, was instrumental in a 1996 effort to add an anti-immigration plank to the Sierra Club platform, a move that nearly split the environmental group permanently.

To editor Lutton, America essentially is a white man's country. "We are the real Americans," he declared in 1997, "not the Hmong, not Latinos, not the Siberian-Americans. ... As far as the future, the handwriting is on the screen. The Camp of the Saints is coming our way."Source

John H. Tanton, publisher of the "The Social Contract" has said that unless U.S. borders are sealed, America will be overrun by people "defecating and creating garbage and looking for jobs."Source

Some light relief for our readers while the boss concentrates on the really important news of the day. But it seems that in some countries highly placed officials resign after being accused of misusing public money.

The chap in question is The Director of the Spanish Secret Service, CNI, Alberto Sáiz, who resigned after several weeks of revelations and claims about him in the press, led by newspaper El Mundo.

There are some entertaining aspects to the story:

The paper printed a list of claims saying that Sáiz had made private use of the CNI facilities, including international hunting and fishing trips, and used his post to help family and friends.

When the revelations about him surfaced in the press he was then accused of using sophisticated lie detector equipment against his own agents in an attempt to track down the leaks to the press.

I wonder why some of our people, politicians and officials have not thought of those "sophisticated lie detectors". Or, perhaps, they did and they do not work any more than the less sophisticated thumb screws do.

Inquiring minds are reading S.E.C. May Reinstate Rules for Short-Selling Stocks.

They have been reviled as the bad hats of Wall Street, nefarious traders who cashed in on the market collapse and, some insist, helped precipitate it.

Now short-sellers, the market skeptics who correctly called last year’s downturn, are coming under even more unwanted scrutiny, this time from federal regulators. The Securities and Exchange Commission appears poised to reverse itself and reinstate rules that would make shorting stocks — that is, betting their prices will decline — somewhat more difficult.

Many banks, whose stocks came under attack last autumn, maintain that unfettered short-selling is dangerous. The shorts, their argument goes, helped bring down Bear Stearns and Lehman Brothers last year.

Mary L. Schapiro, chairwoman of the S.E.C., has said that considering new rules restricting short-selling is a priority.

For the moment, the most likely outcome may be for the S.E.C. to reinstate a rule that the commission itself abolished with a unanimous vote in 2007, under its previous chairman, Christopher S. Cox. Known as the uptick rule, it would bar investors from shorting a stock until its price ticks at least a penny above its previous trading price.

To some, the issue is clear-cut. The American Bankers Association, a trade group representing the vast majority of American banks — whose equity values have been especially battered in the last 18 months — recently submitted an opinion in favor of reinstating the short-sale restrictions.

Sally Miller, a spokesman for the A.B.A., said the member banks thought there was a clear link between the market turmoil and the rule change.

What brought down the banks was excessive leverage (40-1 or greater at Bear Stearns and Lehman), excessive dependence on real estate investments (both residential mortgages and commercial real estate), lax lending standards, off balance sheet investments ($1 Trillion at Citigroup alone), and a host of other piss poor discretions.

If the American Bankers Association wants to place the blame on who is responsible for this mess they ought to look straight in the mirror and blame themselves.

Moreover, Sally Miller is obviously a complete dunce as to how stock markets work. sally says there is a "clear link between the market turmoil and the rule change". Hello Sally, correlation does not imply causation.

The rooster crows at the crack of dawn every day and the sun comes up. The sun does not comes up because the rooster crows, no matter what the ABA says.

Citigroup's Ridiculous Short Selling Claim

Flashback November 20, 2008: Citigroup Blames Short Sellers For Collapse.

Inquiring minds are looking at Citigroup Statistics as of October 28, 2008.

Citigroup is blaming shorts when the short interest is under 3%. That's ridiculous. If Citigroup does not understand this, it is a sign of incompetence. If Citigroup does understand how ridiculous their claim looks (and is), that is additional support for the desperation thesis.

Note the dividend. Citigroup is paying a dividend when it is clearly in need of capital . Is that a sign of arrogance or incompetence? That Citigroup is in this mess in the first place is clearly sign of incompetence somewhere, at some point in time. Current management will attempt to place that blame on Chuck Price, but the culture of greed, arrogance, and excessive risk taking, permeated the entire financial industry.

Looking ahead, foreclosures, credit card defaults, and bankruptcies are going to soar along with a soaring unemployment rate. Banks in general, and citigroup specifically, are woefully undercapitalized and unprepared for what is about to happen. One look at a chart of Citigroup should be proof enough.

The market seems to believe Citigroup is insolvent and so do I.

Who Are The Short Sellers?

Inquiring minds are asking, who is doing the bulk of short selling?

It's a good question, too. And I have an answer: The market makers like Goldman Sachs, Citigroup, and Merrill Lynch.

Yes, the whiners complaining about short selling are doing the bulk of it! For every buyer there is a seller, and when markets are screaming higher, the market makers are frequently shorting as a pure function of what they do. Moreover, when people buy PUTs, the market makers selling those options short stock as a hedge.

Not only are the market makers shorting, but these actions are where the bulk of naked shorting comes from.

By the way, the SEC initiated a huge short squeeze once before by restricting shorts on financials. Guess what happened when the short squeeze ended and Goldman Sachs, Citigroup, and the other market makers were the ones left holding the shorts? The market plunged is what.

Finally, there is no uptick rule for market makers. There never was. This is how ridiculous this nonsense about shorting is.

The Vatican has issued a little known booklet for their private eyes only called ‘Project Vatican.’ The internal document is a blueprint for the “restoration of the global kingdom of Jesus Christ in the third millennium.” Contained within the booklet is also the Vatican’s plan for the domination of America, listing their goals and true evil purposes. Although the booklet has been kept from prying eyes, Brother R.G. Stair of The Overcomer Ministry has obtained a copy. The document was forwarded to Stair by Brother Mark Hodgson in October 2006.
“This is a revealing document of the Vatican’s true purposes,” said Brother Stair on his web site. “Project Vatican is dedicated to the restoration of the Global Kingdom of Jesus Christ in the third millennium.”
The Vatican blueprint of world domination has a five-prong approach, including:

The Jesuit infiltration of the English colonies on the North American continent
Jesuit control of Christian schools and universities
Roman Catholic Control exercised through Vatican operatives in the United States military, judiciary and media
The weakening of the U.S. military, both in strength and resolve, in preparation for the Vatican-led One World Government
Total control of all institutions and resources on earth, including political, military, economic, educational systems for the purpose of ensuring global peace, prosperity and order.

“Phase 1 through Phase IV have taken 523 years to complete and at the dawn of the third millennium is poised to launch Phase V. This will necessitate cooperation of the citizens of every nation on the planet on a massive scale and in previously untested numbers,” said the Vatican writers’ introduction to Project Vatican.
The writers of the 18 page booklet dedicated their efforts to Phase V, saying strategies have been in full effect albeit for varying lengths of time.

Further, they claimed the execution of their first strategy of Phase V began more than 150 years ago, the strategy being listed as,
“Devotion to the Sacred Heart of Jesus and to the Immaculate Heart of Mary through the perpetuation of visions, miracles and revelations.”
Other strategies under the Vatican’s Phase V for world domination include:
Dilution of the eschatological models of Biblical prophesy.

The alignment of the homosexual agenda with religious and racial equality, guaranteeing a support base sufficient in number to Biblical Christian fundamentalism into the category of “hate speech.”
In the core section of this point, Vatican writers reveal how they plan to obtain loyalty to the Pope, saying,

“The Protestants’ lack of a governing authority has resulted in a
sheep-like obedience to civil governments. Such social compliance, coupled with
capitalistic greed has made Christian fundamentalists extremely vulnerable
to social engineering.”

International monopolistic control of all financial institutions and transactions. This began January 1, 1993 with the creation of the European Roman Empire (ERE). Visa Corporation is poised to label every citizen with identifying barcode technology. Regarding the global financial takeover and VISA, Arctic Beacon reader Greg Colon added:

“Brethren are you aware about the Visa card? Info source Project: Vatican VI - Roman numeral = 6S - Egyptian symbol = 6 = we perish = anyone who takes the mark on hand or foreheadA - Sanskrit = 6 “There is a long story to how this info originally came into my hands. The original source is not available any longer. This one was just furnished by the Holy Spirit. We have to lift Jesus even higher in these last days for he will draw all men unto himself.. 888 = Jesus, greater is he that is in me than he that is in the world = 666 This is a short version of the incident but it needs to shared now.”
The global Eucharistic community, meaning with rampant materialism, environmental destruction and military instability of the capitalist systems, the Vatican backed Roman Catholic Ecumenical Assemblies (RCEA) will be in the position to compel international compliance to Eucharistic adoration and communion… The Global Eucharistic Community (GEC) was formally invoked by the Vatican on Dec. 31 1999, which will preside over the WTO, the GEC and RCEA.
The last section tells Vatican loyalists what they can do in order to speed-up Rome’s plans, adding,
“Attend non-Catholic churches that are not yet RCEA affiliates for the purpose of encouraging their ministries to join the RCEA. Make audio recordings of their responses and deliver these recordings to your RCEA representative. Report all statements by non-Catholics of a racially-biased, homophobic or anti Catholic nature to your RCEA representative."

THE MAFIA, THE CIA, AND THE VATICAN’S INTELLIGENCE APPARATUS
Albert Vincent Carone is one of those people who spent his life dancing between raindrops and turning invisible wherever a shadow lingered. He existed and also didn’t exist. Al Carone--unlike his near namesake, Al Capone--truly was a paradox wrapped in a mystery concealed behind an enigma.Carone was a detective in the New York Police Department, but this didn’t stop him from becoming a "made" man in the Genovese crime family. He knew all the leading Mafiosi of his day, including Vito Genovese, Sam Giancana, Santos Trafficante, Joe Colombo and Pauley Castellano amongst others. To Carone’s daughter, Dee, they were all known as "Uncle". When she got married, her father arranged two different reception rooms to separate the Mob guests from the NYPD guests. But this was more window-dressing than anything else. One of Carone’s principal functions in the NYPD was to act as the "bagman" in protecting shipments of CIA drugs to the various Mafia families.Carone died in 1990 under mysterious circumstances. This followed a period of great personal disenchantment with his life, following a secretive mission to Mexico in 1985 when a large number of innocent women and children died unnecessarily. His death was horrific, reports Mike Ruppert, editor of From The Wilderness newsletter, who has investigated Carone’s life story and written a special report on it (see acknowledgements).Meanwhile, another "Uncle" was Bill Casey, Director of the Central Intelligence Agency during the Reagan Administration. Casey had been with the Office of Strategic Services (OSS) during World War II. During the 1970s, he became Chairman of the Securities and Exchange Commission (SEC) which regulates the US investment industry. During his tenure in that role, Casey used Carone as a "cut out" to pass sensitive insider information to Mob capo Pauley Castellano, says his daughter, Dee.Carone was also a Full Colonel in the US Army, where he had operated in the Army’s Counter Intelligence Corp (CIC). Unsurprisingly, in view of his close friendship with Bill Casey, he was also a covert operative for the CIA. But that wasn’t half of it. Carone was also a Grand Knight of the Sovereign Military Order of Malta (SMOM), which historically has been the military arm of the Vatican and is regarded as a separate State with full powers of statehood, including issuing its own diplomatic passports. In more recent decades SMOM has acted as a funding conduit, a black market gold channel and money laundry for the CIA, amongst others, and is known to act as the Vatican’s intelligence arm. It was alleged to be involved in, for example, the disappearance of Russia’s gold reserves--over 2,000 metric tonnes--which vanished during 1991, around the time that Soviet Premier Mikhail Gorbachev was ousted from office.Malta knighthoods are awarded to many leading individuals who are part of the military and intelligence community. The CIA’s Bill Casey, for example, was a Knight of Malta. Former NATO General and later US Secretary of State Alexander Haig is also a Malta Knight. Another is General Vernon Walters, the former Deputy Director of the CIA under DCI George Bush, and later appointed a roving ambassador during the Reagan Administration. The legendary head of the OSS (the WWII precursor of the CIA), "Wild" Bill Donovan, was made a Knight along with his wartime compatriot and later CIA Chief of Counterintelligence, James Jesus Angleton.

And John McCone, another prominent member of the US "spook" agency, was also distinguished with a Malta knighthood. The list goes on. Most interesting is Reinhard Gehlen, the former Nazi intelligence expert recruited by the US in 1945-46 to head the Gehlen Org--a secret, German-based intelligence arm of the United States that was composed of former SS and Gestapo agents, many of whom, including Klaus Barbie, were wanted Nazi war criminals. The foregoing names amount to a listing of some of the most powerful and influential members of the Western intelligence community over the last five decades.One Vatican group that has extremely close ties to the Knights of Malta is the ultra-right-wing Opus Dei. This is an immensely powerful faction in the Vatican today, and its public "do good" activities eclipse a plethora of the darkest political and financial machinations known to man. It will not come as a surprise, perhaps, that Carone was closely associated with Opus Dei and, in particular, with a covert operation that had its origin back in 1944.

This was Operation Amadeus.

FROM RATLINES TO DRUG SMUGGLING ROUTES
This highly secretive operation was part of the Operation Sunrise negotiations conducted between Allen Dulles--the then senior wartime OSS officer in Switzerland, but later to become the Director of the CIA--and SS General Karl Wolff. This debonair and well-connected SS officer commanded the SS and Gestapo contingents in Italy at the time.The result of these negotiations (at least those parts that are now known about) was an agreement affording amnesty to an extensive roster of SS-Gestapo forces, in exchange for their agreement to shift their allegiance to the West in the pre-planned, covert battle aimed at defeating the Soviet communist "menace"--in other words, the "Cold War".One spin-off of these Dulles-Wolff arrangements were the Vatican-run "ratlines" that aided wanted Nazi war criminals to slink to safety. Tens of thousands of SS and other Nazis escaped capture as a result of the ratlines. These included such figures as Franz Stangl, commandant at Treblinka extermination camp, and his friend Gustav Wagner, who ran the Sobibor death camp. Others to escape in this manner included Adolf Eichmann, the architect of the Holocaust.

Eichmann was later captured by Israeli intelligence agents, smuggled to Tel Aviv where he stood trial and was eventually executed. In comparison, Dr Joseph Mengele--known as "the White Angel", a war criminal wanted for his cruel and inhuman experiments on death camp inmates at Auschwitz--escaped to Argentina and lived a long life.Operation Amadeus was exclusively concerned with the flight of SS and Nazi war criminals to the South American continent and their later ferocious covert actions against the indigenous populations justified under the banner of "anti-communism". One individual engaged in Amadeus activities was former Gestapo officer Klaus Barbie, known to the world as "the Butcher of Lyon".The principal means of funding Operation Amadeus activities was the hugely profitable narcotics business. Large stocks of SS morphia had been smuggled out of Europe and into "Catholic" South America at the end of the War in accordance with the Sunrise agreement. The morphia was accompanied by looted SS gold and large quantities of counterfeit British banknotes, forged in concentration camps by captive but skilled counterfeiters as part of an SS scheme known as Operation Bernhardt.The escape "lines" used to move wanted men around South America, away from the prying eyes of Israeli agents, also proved ideal as smuggling routes for drugs. Decades later, the stocks of heroin smuggled into the United States for distribution by the CIA-protected Mafia would be complemented with locally grown cocaine.One of the figures to emerge into the spotlight during the 1980s who was deeply involved in this narcotics traffic was Colonel Oliver North, who authorized the exchange of guns for drugs to finance Contra operations. Oliver North was known to Al Carone under his "work" name, "John Caffrey". This was the time when Carone was engaged in CIA-controlled cocaine transactions with Joe "Pickles" Percilia, a member of the Colombo crime family.These curious and usually concealed connections between governments (in the form of the military and intelligence community), organized crime, the Vatican and Nazi war criminals have some significant history. Not least was the secret agreement reached between US Naval Intelligence officers and Mafia don Charles "Lucky" Luciano during World War II. This resulted in the Mafia’s decision to aid and assist the Allies by contacting Mob figure Vito Genovese in 1943 to prepare the way for the Allied landing in Sicily. As earlier outlined, it was primarily those SS-Gestapo units located in Italy under command of SS General Wolff that were initially concerned in the Operation Sunrise negotiations.And while large numbers of former Nazis were fleeing south to fight the communist menace in Latin America--and, more importantly, to profit personally from their involvement in the lucrative drug and gun business--in Europe, the spadework was being laid to overthrow or thwart democratically elected governments via a network of fascist-manned "Stay Behind units", organized under the aegis of Operation Gladio. Not surprisingly, this would also lead to certain involved figures making personal fortunes out of other people’s misery--a circumstance that is so commonplace it is barely worth mentioning.These neo-fascist activities would come to prominence in the early 1980s following the collapse of Banco Ambrosiano and the death of Italian banker Roberto Calvi, who was "suicided" and left hanging under London’s Blackfriars Bridge. This would lead to sensational disclosures about the role of the Vatican Bank, the IOR, in Calvi’s financial empire and would quickly grow to include the activities of Mafia financier Michele Sindona--whose activities, in turn, would implicate leading blue-blood banks in Europe and America in Mafia activities.

Both Sindona and Calvi were close to Opus Dei, which lost around $55 million when Sindona’s empire crashed. According to his family, Roberto Calvi was deeply engrossed in helping Opus Dei take control of the IOR when he was killed.Meanwhile, both Calvi and Sindona were members of the secretive Propaganda Due (P2) masonic lodge, which is said to have been a "parallel government" in waiting and which planned to effect a coup d’état in Italy following a Communist Party victory at the polls.P2 was run by former Italian fascist and member of the Nazi SS, Licio Gelli--dubbed "the Puppet Master" by the Italian press. Gelli’s connections to the ultra-hard-right and fascists in Europe and Latin America were extensive. In fact, he had been deeply involved in establishing the Vatican-run ratlines that aided the worst Nazi war criminals to escape Allied justice at the end of WWII. All told, an estimated 50,000 Nazis were helped to freedom.Gelli had numerous powerful friends, including former Italian dictator Benito Mussolini. He was also a personal friend of Argentina’s General Juan Perón, and his close associations with Argentina would later lead him to be a key figure in shipping a supply of French Exocet missiles to sink British Task Force ships during the Falklands War. In this endeavour he worked closely with Ronald R. Rewald, founder of the Hawaiian-based financial institution Bishop, Baldwin, Rewald, Dillingham & Wong--a CIA proprietary company and forerunner of the CIA-owned Nugan Hand Bank.The involvement of a CIA front company engaged in financing and providing weapons to be used against a key American ally (Britain) with the wholehearted public support of the US Government may seem somewhat duplicitous. However, in the world of "black ops", "friends" and "enemies" are interchangeable words and working both sides of the fence is accepted practice.In terms of hierarchy, Gelli reported to Umberto Ortolani, described by one writer as "the great Vatican door-opener" and "secret chamberlain of the papal household".

In addition to his P2 connections, Ortolani is also a member of the inner council of the Knights of Malta and has military intelligence connections that date back to WWII.

THE OCTOPUS AND THE SPIDER
There are numerous other masonic groups and secret societies in Europe which move in and out of focus at various times. Almost all of them are Catholic in nature.One of these is the Priory of Sion (Prieuré de Sion)--a secretive order that first came to public attention via the best-selling book, The Holy Blood And The Holy Grail, published in 1982. The Priory is closely connected with the alleged treasure of Solomon which is said to have found its way to the small village of Rennes-le-Château in southwestern France, where it is said to have been buried by the Knights Templars, forerunners of the Knights of Malta.The Priory, whose headquarters were located at Annemasse, near Geneva on the Swiss border, are styled as the "guardians" of Solomon’s treasure, but, most interestingly, they have numerous subterranean connections to fascists and those on the far right that date back to WWII. Meanwhile, it has to be noted in passing that Annemasse is said to have been the centre for the anti-communist Stay Behind units of Operation Gladio.If this is not intriguing enough, another fact stretches coincidence to the point of bursting. In recent years, the Priory of Sion has moved its headquarters to Barcelona and now boasts a Spanish Grand Master. This, one could conclude, is to enable it to be physically closer to opuhistorical heartland of Opus Dei, which was founded in Spain in 1928.If Otto Skorzeny was a leading force in running the SS Brotherhood escape routes--Der Spinne, the Spider--after the war, and SS General Karl Wolff was the lead negotiator with OSS Swiss Chief, Allen Dulles, then another Nazi, Walter Rauff, head of the Milan SD, was one of two liaisons with the Vatican involved in the establishment of the Nazi-smuggling system. Earlier in his career, Rauff had overseen the development of the Nazis’ mobile gas vans, known as "Black Ravens", which gassed to death around 100,000 Jews, mostly women and children, by pumping exhaust fumes into the back of an hermetically sealed van.Another important link between the Vatican and SS escape routes was Friedrich Schwendt, who was also the man in charge of laundering forged SS banknotes. Before WWII, Schwendt was an international arms dealer who shipped weapons to China and Russia.

He was also the investment manager of the family fortune of his first wife’s aunt, Baroness Gemmingen-Guttenberg, of the vastly wealthy Argentina-based Bunge family, of the massive transnational firm Bunge Corporation that is also known as "the Octopus".This title is interesting, for it may connect to the so-called "Octopus" that ties in to murdered freelance journalist Danny Casolaro, who at the time of his death in 1991 was investigating a number of high-level illegalities including the theft by the Department of Justice of a "tracking" computer program known as "PROMIS".

Casolaro was writing a book about what he had discovered. He originally titled it "Behold, A Pale Horse", but later modified it to "The Octopus". In a draft page of the book, he described this group as an "international cabal whose freelance services covered parochial political intrigue, espionage, sophisticated weapon technologies that included biotoxins, drug trafficking, money laundering and murder-for-hire". Casolaro further stated that this cabal was "spawned thirty years ago in the shadow of the Cold War".After Casolaro’s death, journalist Carol Marshall (a pen name) followed up his investigation and wrote an (as yet) unpublished manuscript, titled "The Last Circle". In this, Marshall describes her investigation of Robert Booth Nichols--one of the central figures of the Octopus, whom she describes as being part of a secretive group known as "the Chosen Ones" and who wore "skull and crossbones rings and shared a common interest, if you could call it that, in the old German SS occultism, its tribal and inner circle rites".During her continuing investigation into the Octopus, Marshall found that the SS occultism outlined above was connected to Lt. Col. Michael A. Aquino, a former US Green Beret who is a self-professed Satanist and who held a Top Secret security clearance for his work in military intelligence and on classified psychological warfare matters. Aquino officiated at SS black-magic ceremonies held at Wewelsburg, the castle once used by SS chief Heinrich Himmler to create an SS order of Teutonic knights based on the Knights Templars.The foregoing connections lend themselves to a larger picture of global, interlocking, right-wing fascist groupings that operate in the shadow-land of deniable military and intelligence operations associated with profit during WWII and, later, throughout the Cold War.In this respect, it is intriguing to note that the Priory of Sion, one of the foremost Catholic groups under discussion, uses as a symbol something that is variously described as an octopus or a spider (araignée) on its documents. The Priory’s association with the octopus could easily relate to the so-called Octopus described above, where organized crime works hand in glove with operatives from US intelligence and the military.

If one decides, on the other hand, that the Priory symbol is a spider, there is the intriguing notion of the Vatican-run Nazi escape lines of Austrian Catholic Otto Skorzeny and his SS Brotherhood’s Der Spinne (the Spider).

THE BUSINESS OF GOD
Al Carone was, as mentioned earlier, a "made" man of the Genovese Mob in addition to his other associations. It is curious, therefore, to note that one of the leading lights of the Octopus, according to writer Carol Marshall, was ultra-right-wing oil tycoon Clint Murchison, owner of the Dallas Cowboys football team. Murchison’s oil company, Murchison Oil Lease Company, was 20 per cent owned by Gerardo Catena, the chief lieutenant of the Genovese crime family.Throughout the Second World War and thereafter there was, according to author Charles Higham in his book, Trading With The Enemy, a,
"general agreement of certain major figures of American, British and German commerce to continue their relations and associations after Pearl Harbor".

Higham adds that he also learned that "certain figures of the warring governments had arranged to assist in this [activity]".
Higham’s subsequent research proved that this high cabal--which he dubbed "the Fraternity"--not only existed but benefited handsomely throughout WWII. This led the author to ask:
What would have happened if millions of Americans and British people, struggling with coupons and lines at the gas stations, had learned that in 1942 Standard Oil of New Jersey managers shipped the enemy’s fuel through neutral Switzerland and that the enemy was shipping Allied fuel?
Suppose the public had discovered that the Chase Bank in Nazi-occupied Paris after Pearl Harbor was doing millions of dollars’ worth of business with the enemy with the full knowledge of the head office in Manhattan?
Or that Ford trucks were being built for the German occupation troops in France with authorization from Dearborn, Michigan?
Or that Colonel Sosthenes Behn, the head of the international American telephone conglomerate ITT, flew from New York to Madrid to Berne during the war to help improve Hitler’s communications systems and improve the robot bombs that devastated London?
Or that ITT built the Focke-Wulfs that dropped bombs on British and American troops?
Or that crucial ball-bearings were shipped to Nazi-associated customers in Latin America with the collusion of the Vice-Chairman of the US War Production Board, in partnership with Göring’s cousin in Philadelphia, when American forces were desperately short of them?
Or that such arrangements were known about in Washington and either sanctioned or deliberately ignored?
Higham’s "Fraternity" has similar characteristics to the so-called "Octopus", and also shows certain similarities to Colonel Oliver North’s "Enterprise". All have engaged in the most dubious and illegal activities for profit, and all operate hand in glove with organized crime. All lean so far to the right, ideologically speaking, that the word "fascist" can be used without reservation. Meanwhile, none of them cares very much for the woes of humanity and, indeed, they appear committed to stomping on ethics and moral values wherever they meet them.The octopus--or "Oct Opus", as one European documentary film producer renders the spelling when referring to Opus Dei (which began life on 2 October 1928)--has eight arms that surround its mouth (ensuring a constant supply of food) and three hearts, and is therefore not prone to starving or dying. But it can also be identified by these oddities. Opus Dei, the group that is now in control of the Vatican, is undoubtedly one arm of this global criminal network, in this writer’s view.
Or are the three hearts of the octopus more vital to identify?
Could they be analogous to the "Church, State and Mafia, the forces that prevail beneath the play of the shadows of the world"
(as described by Nick Tosches in his book, Power On Earth, which tells the life story of murdered Mafia financier Michele Sindona)?
There is yet another interesting twist to this accumulation of associations: Prince Bernhard of The Netherlands. The Prince was the founding chairman of the publicity-shy Western power elite, the Bilderbergers. This shadowy and secretive group meets over a weekend in May/June each year, under an almost total media blackout. Powerful and very influential figures from the world of banking, business, politics, the media, trades unions and academia are invited. Included regularly, for example, are Dr Henry Kissinger, David Rockefeller, and Italy’s "king-maker", Gianni Agnelli. The first meeting took place in May 1954.This, strangely, was the same year that Prince Bernhard became head of the Johanitter Orde in Nederland, one of four orders that make up the Chivalric Alliance of Orders of Saint John (Alliance de Chevalerie des Hospitaliers de Saint Jean de Jérusalem). The stated purpose of these four, known as "the Alliance"--which is composed of northern European nations Germany, The Netherlands, Sweden and Great Britain, the latter being an ancient order known as "the Most Venerable Order"--is "to reduce to silence the enemies of Christ". The headquarters of the Alliance are located in Switzerland.These are Protestant orders rather than Catholic, but it is of significance that, on 26 November 1963, the Alliance was,
"consolidated with the signing of a joint declaration between the Sovereign Military Order of Malta and the Most Venerable Order, at St John’s Gate, London, by the Grand Chancellor of the SMOM, the Prince of Resuttano, and Lord Wakehurst, Lord Prior of the Most Venerable Order".
In other words, the Catholic and Protestant orders bound themselves to work together to "silence the enemies of Christ"--a clear reference to communism.Interestingly, it has been suggested that the Knights Templars were "infected" with the Johannite or Mandaean heresy that denounced Jesus as a "false prophet" and in his place recognized John the Baptist as the true Messiah. Meanwhile, two early Grand Masters of the Priory of Sion are said to have had Johannite tendencies: Leonardo Da Vinci and Sir Isaac Newton. Notwithstanding that, the famous founder of the Knights Templars, Hughes de Payens, has been accused by the Vatican of being a Johannite.Leaving aside this brief foray into esoteric history, it is as well to note that Prince Bernhard, in addition to his Bilderberg role and as head of the Dutch Johannite Order, was also an honorary member of Himmler’s SS and worked in NW7, the global intelligence arm of I.G. Farben which acted in the interests of the Nazi cause. The activities of NW7 in Latin America before, during and after World War II are deeply interwoven in this story.In facilitating and aligning itself with many of the foregoing activities, the Vatican aimed to help eradicate a communist ideology that despised Christianity. Opus Dei and a host of other Catholic-cum-fascist secret groups engaged in a litany of murder, money laundering, drug peddling, arms trafficking, concealment of WWII loot, embezzlement, manipulation of financial markets and many other consummate illegalities. The purpose of all these activities was, arguably, to allow the Vatican to remain the spiritual bulwark of the Christian West.But if such business is the business of a Church preaching of a God in Heaven, then Caesar on Earth had better watch out. A new landlord has fallen into town.

EU Referendum: Time to get this sorted

With the recent deaths of Lt-Col Thorneloe and Trp Joshua Hammond, the number of service personnel killed in Afghanistan by mine strikes and IEDs while riding in poorly protected vehicles rises to 49 by our estimate.

With 140 KIA, that amounts to 35 percent of deaths due to enemy action (or accidental minestrikes from legacy mines). Perhaps twice as many service personnel have suffered very serious injuries, losing in total 150 or thereabouts skilled personnel. Without taking into account the huge financial costs, the Military cannot afford this unnecessary attrition.

EU Referendum: How the media blew it

I first heard that there had been another IED strike on a Viking early Wednesday evening, long before there was any media coverage. This was from Thomas Harding of The Daily Telegraph, who told me two soldiers had been killed, and more injured.

At that time, we did not know that Lt-Col Rupert Thorneloe had been killed. Thus, to us, there was only one story – another example of men being killed in the perilously inadequate Viking, so lightly armoured that it is incapable of resisting even a minor IED hit under the belly or tracks.

As the details of Thorneloe's death came in the following morning, to us the tenor of the story did not change. In fact, it reinforced the line and made it both more tragic and more outrageous. Although every death counts, there is still something special about a senior officer – and a very highly regarded one at that – being killed. The utter, devastating waste of life, arising from this useless vehicle, was very much in our minds.

Harding's story reflected that outrage. On the other hand, Newton Dunn who went out early breaking the embargo to claim an "exclusive" for The Sun, focuses on the claimed "massive hidden bomb" rather than the vulnerability of the Viking.

Michael Evans, who has previously written about the Viking, followed up with a piece in The Times. He thus wrote of "the rising number of deaths among soldiers travelling in Vikings, which are driven by the Royal Marine Armoured Support Group" and of the "growing concern to the troops in Helmand."

From there, however, it went downhill. The story was then covered by The Daily Mail which focused mainly on the fact that Thorneloe was the highest ranking casualty since the Falklands.

Initially, The Guardian pasted in a Press Association release, which made no mention of the Viking. On its own though, the Press Association offers another piece, with the headline, "Commanding officer shot in Helmand". This is picked up, uncritically by hundreds of local papers throughout the land, not a brain cell between them as they paste it into their websites.

Needless to say, the vehicle was only briefly mentioned by the BBC, without comment. Kim Sengupta, Defence Correspondent of The Independent also fails to pick up the thread.

Then The Guardian followed up with a piece by Richard Norton-Taylor. He, like Newton Dunn, retailed a description of a "huge bomb" that shattered the armoured Viking tracked vehicle. This time though, that detail came from a "defence official", reflecting the MoD's determination to "talk up" the size of the IED in order to divert attention from the weakness of the Viking. Even in death, politics plays its part.

Here, The Daily Express excels itself. Col Thorneloe, it tells us, was travelling in a tracked Viking armoured vehicle when it was hit by a blast from an IED. Then, trotting out pure, undiluted MoD-ese, it tells us, "The Vikings have been given extra armour but nothing can guarantee protection if a bomb is big enough."

With the news out, the MoD posted some details of the incident itself.

We are told that the two soldiers were killed by an explosion whilst on convoy along the Shamalan Canal, near Lashkar Gah. Travelling in a Viking, Lt Col Thorneloe had left the Battle Group Headquarters on a resupply convoy so that he could visit his men. At 1520hrs local time an IED was detonated under this vehicle. Lt Col Thorneloe and Tpr Hammond were killed by the blast.

The rest of the lengthy post is taken up with eulogies, the text forming the bulk of the copy used by the media, drowning the limited operational detail.

The Times follows this line. Despite Michael Evans offering critical detail of the Viking, his newspaper offers a "commentary" by Crispin Black discussing how "Rupert Thorneloe's death will affect Welsh Guardsmen deeply", with not a word about the manner of his untimely death.

In a second piece, Tom Coghlan offered his reflections of Colonel Rupert Thorneloe, the man, and then another piece where he described an earlier ambush on a Viking supply convoy, completely missing the point. How the MoD must love him. We will review this piece separately.

James Blitz of the Financial Times came in with his own piece. By now, the MoD was briefing freely and the focus again was entirely on the "commanding officer" aspect of the death. The MoD was cited as saying that only six Army COs have died on operations in command of their units since 1948.

There was no reference at all to the Viking. This, and its extreme vulnerability to IEDs, was gradually being filtered out of the narrative as the "damage limitation" mechanisms went to work.

Reuters had its staff reporter Peter Griffiths write up the story. He also failed to include details of the Viking. This report will be reproduced in thousands of MSM reports.

So it was that, progressively, an "inconvenient truth" was buried. The Viking has been written out of the script, and with it the dire role of the MoD in providing completely inadequate equipment. Unable to see beyond the narrow confines of a story and lacking the imagination and skills to report the real story, the media pack has sold the pass. Of the blogs though, at least A Tangled Web got the point.

But when men (and women) continue to die, who will share the blame? Not the media, of course. They just report the news.

This paper examines the political implications of oil prices as high as $147/b in 2008 or as low as $33/b in 2009 on oil producing countries. After a five-year bull run from 2004-2008 oil producers became used to high receipts cementing support at home while buying influence abroad. Thus the political demise of producer regimes was expected to follow the sharp 2009 drop in prices. But amid a sustained economic crisis, the author argues, political resilience became the leitmotif of producer states. He concludes that, with prices and resource nationalism set to rise in tandem, the political impetus could shift back to producers once more, but unless lessons are learned from 2008-2009, all states will lose out.

RUSSIAN HARDLINERS9 MILITARY DOCTRINE: IN THEIR OWN WORDS

INTRODUCTION

Some Western leaders and policyrnakers are remarkably unconcerned about the prospects of a vic- tory by Communist Party candidate Gennady Zyuganov in the Russian presidential elections on June 16. Thinking that a communist return to power in Russia will be no different than it was in Po- land or Slovakia, these Westerners appear to believe that a communist victory in Russia will not dis- rupt the burgeoning "partnership" between Russia and the West. However, the report translated here paints a different picture. Written by hard-line members of a nationalist-communist coalition that supports Zyuganov for president but maintains close ties with such nationalists as Vladimir Zhirinovsky, the document contains advice for Russian military plan- ners that is profoundly disturbing for the United States and the West. No amount of "miffor imag- ing" in the U.S. or Western democracies can obscure the meaning of Russian hardliners as rendered in their own words.

Among the report's main points: X Russia should be moving aggressively to adopt a nuclear deterrence posture for perceived non- nuclear threats. Strategic nuclear forces should be the highest priority. X Russia should be able to fight at least one full-scale regional war, one smaller-scale conflict, and at least three "peacemaking" operations outside its borders. X The U.S. and NATO remain Russia's enemies. Other foes include Turkey and countries of the former Soviet Union such as the Baltic States. X Russia's armed forces should be drastically reorganized on the basis of smaller, highly mobile units. X Russia should be prepared to undertake military operations to reconquer the New Independent States (NIS) of the former Soviet Union. These operations would include seizing conimand-and- control sites, "eliminating" the political-military leadership, and deporting "some categories" of the hostile population, presumably to the Russian hinterland.

The authors of these positions are analysts who advise the president and the Russian General Staff on military and security matters. One author is Lieutenant General Valeriy Dementyev, who was once Deputy Chief of Armaments in the USSR Ministry of defense, and today is an analyst with the Institute for Defense Research (known by its Russian acronym INOBIS, Institut oboronnykh issle- dovaniz) in the town of Kaliningrad, on the Baltic Sea near the Polish border. The other author is An- ton Surikov, a defense analyst formerly associated with the USA-Canada Institute and also an analyst at the Institute for Defense Research. The secretive INOBIS is financed by the Russian Gen- eral Staff, military-industrial enterprises, and the Atomic Energy Ministry, and conducts classified research. It was founded by senior figures from the KGB and the Russian military-industrial com- plex. Also instrumental in its founding was Yuri Maslyukov, Zyuganov's chief economic policy maker and the former head of the USSR's Central Planning Authority (the all-powerful GosPlan). INOBIS reportedly enjoys an attentive audience at the Ministry of Defense. People like Surikov and Dementyev advise Communist Party leader Zyuganov, radical nationalist Zhirinovsky, and President Boris Yeltsin's Atomic Energy Minister, Viktor Mikhailov. Even if Zyuganov loses the presidential elections, the views expressed in this report will influence Russian military and security policy. Many in the Russian armed forces and security services support a more aggressive stance for Russia-a viewpoint clearly expressed in this document.

ARMY REFORM AND SECURITY: Conceptual Theses of the Strategy of Reforming The Armed Forces of the Russian Federation

Deterrence and Defense

The defensive character of the policy of the Russian Federation (RF) in the military area and the absence in Russia of aggressive intentions was proclaimed in the Basic Provisions of the Military Doctrine of the RF, unveiled in 1993.1 This thesis, however, is in need of clarification in terms of the precise tasks that the Armed Forces face. Among them, first of all, three basic tasks should be singled out: V The Armed Forces must have the capability to deter effectively the threat of nuclear attack on Russia and on the countries of the Commonwealth of Independent States (CIS), which have signed the agreement on collective security. In this, the talk is exclusively about deterrence, be- cause national military thought acknowledges the impossibility of victory in a global nuclear conflict on the strategic level. V The Armed Forces should be aimed both at deterring a large-scale military attack on Russia and the CIS by foreign governments or a coalition thereof using conventional armaments, and deter- ring and repelling military aggression from the outside that has more limited goals. Deterrence of such threats can be nuclear. The Armed Forces must have the capability to conduct local wars and carry out peacemaking op- erations, primarily within the bounds of the former USSR, taking into account that the former Soviet Union is a zone of Russian vital interests and home to 25 million ethnic Russians. Cur- rently, the Russian Federation is conducting two local wars on the territory of the former USSR -in Chechnya and Tajikistan. Besides that, the Armed Forces of the Russian Federation are ful- filling peacemaking functions that are in fact deterring Georgia and Moldova from commencing aggression towards Abkhazia, South Ossetia, and Trans-Dniester.2 Taking into account the prac- tices of 1990-1996, the demand must be put forward, in part, for the capability to wage local wars within the bounds of the former USSR. The Armed Forces should be able to take part si- multaneously in at least one local war of high intensity, at least one "slow" local war, and at least three "frozen" local conflicts and peacemaking operations.

Russia's Enemies

The thesis of the Basic Provisions is that Russia has no outside enemies. Experience has demon- strated the falseness of this thesis. Because of Russia's weak government and the progressive degra- dation of its military and economic potential, outside enemies are making themselves known in a bolder and more open fashion.

Currently, Russia's basic probable enemies remain the United States and the NATO countries. The United States has a vast nuclear missile potential which, if used, can destroy Russia as a state. It was created with the goal of nuclear blackmail of the USSR and was oriented mainly at carrying out a first nuclear strike. At present, in spite of ongoing reductions within the framework of START 1, orientation toward a first strike not only has not disappeared, but actually has been increased. This is due primarily to the policy of the [American] authorities, particularly the U.S. Congress, toward re- vision of the ABM Treaty of 1972 and creates the prerequisites for development and subsequent de- ployment of a strategic ABM system by the year 2003. In contrast to the Warsaw Pact Treaty Organization, not only has NATO, led by the USA, not been dissolved, but the decision already has been made to enlarge it. NATO's infrastructure, despite the reduction of personnel and armaments taking place under the Conventional Forces in Europe Treaty, is still oriented toward actions in an eastern direction. The preservation of its basic military infrastructure gives it an opportunity to build up its troops quickly should such a decision be made. Although, as of today, the potential of NATO conventional forces is not sufficient to conduct a large-scale offensive operation against the Russian Federation similar to Hitler's invasion of 1941, over time these forces can be augmented and advanced to the borders of the Russian Federation. In this light, the plans for NATO eastern expansion look clearly aggressive. Moreover, in Poland, the Czech Republic, and Hungary measures are now being taken to adapt the infrastructure, airport net- work, communications, etc., for NATO use. One Hungarian airport, without prior permission, has been turned into an American military base. It should be noted that the experience of the U.S. and NATO in the Persian Gulf in 199 1, and in the former Yugoslavia in 1995-1996, demonstrates that the tWestem] bloc today has sufficient po- tential to carry out military operations with limited goals on the periphery of post-Soviet territory. In this scenario, the greatest danger is presented by aggression from three possible directions: first, because of Norway's recent decision to expand NATO military activity in the north of the country, from the north against the Russian Federation's Northern Fleet on the Kola peninsula; second, in connection with the discussion about creating a 60,000-strong Baltic Corps from German, Danish, and Polish detachments, from the northwest in the form of military intervention by NATO in case of a conflict between Russia and the Baltic countries; and third, in light of the calls being heard to grant the countries of the Caspian basin NATO security guarantees similar to those given to the countries of the Persian Gulf, from the south, where the key role is assigned to a member of NATO -Turkey. Turkey possesses an army of 600,000. Its navy is already bigger than the Russian Black Sea Fleet. Turkey has unilaterally altered the status of the Black Sea straits, threatening Russia's interests. It has voiced numerous military threats toward Russia's ally Armenia with regard to the conflict in Nagorno-Karabakh. Turkey is attempting to attract into its sphere of influence the Turkish-speaking and Muslim regions of the former USSR. It has been proven that Turkish officials supported [Presi- dent] Dudaev's illegal military detachments in Chechnya. They also assisted the "Gray Wolves" or- ganization in Azerbaijan and a number of other nationalistic military detachments throughout the cis.

Japan, which is an ally of the United States and has territorial claims against the Russian Federa- tion, might also be considered a potential enemy of Russia. Today, Japan does not have sufficient military power to start an aggressive military operation against Russia in order to take the islands of the Southern Kurils by force, but it does have the necessary potential to expand its Armed Forces quickly.

China and Iran Are Not Enemies

Obviously, the fact that Russia and China are neighbors must not be ignored when planning the development of the Armed Forces. At the same time, the military policy of the Russian Federation should be formed with extreme caution with respect to China. The U.S., seeing China as a potential enemy, is interested in creating a military confrontation between Russia and China. Similarly, the U.S. has a clear interest in the confrontation between the Russian Federation and Iran, another American enemy. The "Islamic threat" to the CIS is used as an argument to promote a similar confrontation. After a close examination of this problem, however, it becomes clear that the extremist movements in the CIS that operate under pseudo-Islamic slogans are relying as a rule not on Iran, but on pro-Western regimes in the Muslim world: Turkey, Pakistan, and Saudi Arabia. In light of the above, it is not practical to view Iran and China as probable enemies of Russia, at least in the near future, because there are no objective causes for confrontation between the Russian Federation and those countries.

Recreating the Empire Within the territory of post-Soviet Russia, the main enemies are the forces of aggressive national- ism that operate with support from outside and have armed forces of their own: an-nies, police, and other militarized detachments of the Baltic states; Dudayev's illegal armed forces; Tajik opposition illegal armed forces; and others. The main causes of conflict involving the Armed Forces of the Rus- sian Federation within the territory of the former USSR are the following: V Ethnic discord and genocide of national minorities. Examples of such conflicts where Russian Federation (USSR) Armed Forces were used, directly or indirectly, would be Trans-Dniester in 1992, the Prigorodniy region in Northern Ossetia at the end of 1992, Southern Ossetia in 199 1 - 1992, and Abkhazia in 1992-1993. In the near future, ethnic conflicts probably will have two major causes. First, as a result of the events of 199 1, Russians are a divided people. Therefore, their objective tendency to reunite will become stronger as time goes on. Second, in all former USSR countries, except for Belorus- sia and perhaps Ukraine, ethnic minorities are subjected to discrimination.3 This is most clearly evident in the Baltic countries where, with the encouragement of Western institutions, human rights violations based on ethnic origin are part of official policy. The Baltic countries seem to be the most potentially explosive in terms of the possibility of new areas of conflict that could involve the Russian Federation's Armed Forces. Attempts by nationalist forces to seize power by armed force or to hold power in some republic of the former USSR. Examples include TaJikistan in 1992-1996, Lithuania in January 199 1, Georgia during the winter of 1991-1992 and at the end of 1993, and Azerbaijan in January 1990 and the summer of 1993.

Territorial claims against the Russian Federation and illegal attempts to seize sea and inland water resources that belong to Russia. Up to now, direct Russian participation in such armed conflicts has been avoided. But it is not out of the question, particularly because of the Baku government's policy of annexing part of the Caspian Sea, an inland body of water the rights to which should be shared equally by all countries bordering the region. Another potential source of conflict is the part of the Baltic Sea area that belongs to Russia but is claimed by Lithuania. It

also is known that the ethnocratic regimes of Tallin and Riga are claiming a part of the Russian Federation's Northwestern territory. V The desire of certain forces in the former USSR, primarily in the Baltic countries, to become a part of the NATO alliance. In such cases, one cannot exclude preemptive use of force by the Armed Forces of the Russian Federation to stop decisively any practical steps that might be taken by armed nationalist detachments to implement their provocative plans.

Budget Priorities

Obviously, in the near term, reform of the Russian Federation's Armed Forces will be conducted under conditions of deep economic crisis. Thus, the decisive factor in choosing among possible re- forms will be that the budget for the Armed Forces and military-industrial complex is limited. One of the main requirements will be to minimize the country's budget for defense. This, in turn, means that the established practice of allocating funds equally among the existing branches of the Armed Forces will have to be abandoned. It is necessary to determine which programs are crucial to sustaining the Armed Forces' ability to accomplish their main objectives and guarantee their financing. At the same time, it is unavoidable that programs which do not have a high priority will have to be financed from the "leftovers" of the military budget. Despite the importance of the transition to a professional army in the near future, it will be impossible to avoid using the draft to raise manpower. The Armed Forces will have to be re- duced to 1.2 million servicemen.

The Main Deterrent. Strategic Nuclear Forces In resolving the task of nuclear deterrence on the strategic level, the basic role should be played by strategic nuclear forces and systems supporting their combat functioning. Without strategic nu- clear forces, Russia cannot exist as an independent, unified state. The task of sustaining them should be given the highest priority and should be fully financed. As of today, [Russia's] strategic nuclear forces face three major problems: X Degradation of strategic nuclear forces. This concerns primarily the naval component of the strategic nuclear forces, in which the scheduled maintenance of weapon systems is constantly be- ing violated and the operational strength of strategic nuclear submarines has gone down drasti- cally. Since 1990, not a single new strategic nuclear submarine has been launched; considering the life cycle of submarines in the naval strategic nuclear forces, this means they could disap- pear within 15 years. It is most important to finish the scientific research and test construction work needed to create strategic nuclear submarines of a new generation which will carry new ballistic missiles by the years 2000-2003, as well as to ensure that these strategic nuclear subma- rines are brought into service at the rate of 2-3 submarines every two years. X Absence of clarity regarding the quantitative framework within which it is planned to de- velop strategic nuclear forces. In 1994, START I was implemented. START Il was signed but is not yet ratified. With regard to the naval and aviation components of the strategic nuclear forces, the existence of uncertainty concerning the fate of the treaty does not affect seriously their future development. According to START II, the naval strategic nuclear forces can be armed with 1,750 warheads after 2003. Roughly the same quantity was to be allowed under START I. Aviation strategic nuclear forces, which historically have played a very insignificant role in the national nuclear triad, will have 93 heavy bombers with approximately 500 cruise missiles, including 19 Tu-95 heavy bombers and several dozen heavy bombers acquired in Ukraine by agreement. The production of additional heavy bombers is very costly and thus is hardly advisable.

A more complex situation exists in units of the Strategic Rocket Forces (SRF). According to START II, which requires the liquidation of ICBMs with MIRV warheads, the SRF by the year 2003 can rely on approximately 1,000 single-warhead ICBMs. At present, there are 350 mobile SS-25s with single warheads, which are to be replaced in the next few years, as their useful life expires, by "Topol-M" ICBMs. According to the agreement, Russia will have 105 MIRVed ICBMs, which are to be "unloaded" until only one warhead each remains, and 90 single SS- 18 ICBMs placed into refitted silos. To support the START H quota for the number of warheads, Russia will have to form more than 10 additional divisions of mobile ICBMs with approxi- mately 500 "Topol-M" ICBMs by the year 2003-in other words, practically double the num- ber of mobile, single-warhead ICBMs. Another possible option is to build new silos for new ICBMs. Even with priority financing, it is very difficult for the SRF to do this within such a lim- ited time frame.

In general, the START H treaty is'rather paradoxical. It calls for quick liquidation of more than 200 MIRVed Russian ICBMs, part of which could still be used for another 4-5 years. At the same time, in order to maintain quantitative parity with the U.S., several hundred single-war- head ICBMs should be deployed, and possibly placed into newly built silos, even as some of the old silos are to be destroyed under START H. Note that the United States plans to go from START I to START II in a different fashion. It will eliminate only 50 "MX" missiles, 4 "Ohio" strategic nuclear submarines, and 28 heavy bombers with cruise missiles. The main cuts are to be accomplished by "unloading" the missiles and storing the warheads in special storage facili- ties. At any moment, this stockpile, which the United States emphatically refuses to destroy, might be put back into operation on U.S. missiles. As a result, taking into account the potential for "quick loading" of these missiles, the U.S. will surpass Russia by 1,000- 1,500 warheads. Russia's refusal to follow START II will bring onto the agenda the issue of supporting MIRVed ICBMs. Analysis proves that this problem can be solved in principle. Different options are available. For instance, additional SS- l8s can be purchased from Ukraine. Also, purely Rus- sian MIRVed ICBMs can be designed; a 120-ton liquid fueled missile with 10 warheads could be created in 3-5 years after the appropriate decision. In the next 5-7 years, 300 such missiles can be placed into existing silos. Given these facts, in spite of widespread misconceptions, spending for this project could be quite moderate. At the stage of scientific research and test con- struction work, the amount would be several percent less per year than the amount allocated to "rebuild" Chechnya in 1996. At the development stage, given that the warheads would be avail- able, production and installation of 300 of such missiles would be three times cheaper than the cost of constructing in the same period 500 "Topol-M" ICBMs. in their mobile version or in new silos, as discussed above in relation to START 111. X Flaws in the command and control structure of the strategic nuclear forces. It is pro- posed, within the framework of measures for development of the strategic nuclear forces, to de- sign in an organized manner a single, self-contained operational command and control system for all groupings of strategic nuclear forces, including support systems, based on the adn-iinistra- tive structure developed in the Strategic Rocket Forces. Practical implementation of this pro- posal could be achieved within a year after the appropriate decision is made. The main reasons such a step is necessary are the increased demands for combat readiness in the strategic nuclear forces, economy of means, and elimination of parallel structures. It would be advisable to trans- fer the Military Space Forces to the Strategic Rocket Forces to bring under their functional con- trol the Missile Attack Warning System, the Space Control System, the Moscow ABM System, and corresponding testing sites. The naval and aviation strategic nuclear forces (functionally left in the Navy and Air Forces, respectively) also should be transferred to the single operational command and control of the strategic nuclear forces.

At the present time, several hundred thousand servicemen, a third of them officers, are per- forming their military service in groupings of the strategic nuclear forces. In the Strategic Rocket Forces, for all practical purposes, combat crews of officers carry out in practice 100 per- cent of the direct functional duties connected with exploitation of the weapons. As for the draft- ees, they primarily carTy out functions as guards and perform auxiliary tasks in supporting combat readiness, technical support, etc. A similar situation, as a whole, characterizes the other components of the strategic nuclear forces and their support systems. It is proposed that the ratio between professionals and conscripts be maintained in the future as well. Since the U.S. and NATO possess conventional forces and armaments potentially sufficient to conduct military operations with limited goals on the periphery of post-Soviet territory, it is nec- essary to provide for deterrence of such actions by the probable enemy. Currently, functions for deterring aggression from the most probable directions are given: ow In the north (the naval bases on the Kola peninsula), to forces of the Leningrad Military Dis- trict (MD) and Northern Fleet (NF). vw In the northwest, (the Baltic region), to forces of the Leningrad MD, Kaliningrad special re- gion, and forces of the Baltic Fleet. ew In the south (the Caucasus-Caspian region), to forces of the North Caucasus Military dis- trict; subunits of the Russian Armed Forces on bases in Gyumri and Yerevan (Armenia), Tbilisi and Ahalkalaki (Georgia), Batumi (Adjaria), and Gudauta (Abkhazia); forces of the Caspian Flotilla; and the Black Sea fleet. Analysis shows that the existing deterTence potential of the Russian Federation Armed Forces in these directions might be insufficient to deter aggressive action by the probable enemy. Strengthening these forces by carrying out a long-term buildup in the number of troops and ar- maments in regions of probable conflict could be hard to achieve economically. In light of this, as a priority task facing the Armed Forces, it is proposed to create, within a year after a decision is made, Operational-Tactical Deterrent Forces numbering about 10,000 servicemen. Opera- tional-Tactical Deterrent Forces could operate as a reserve of the Supreme High Command and, on a long-term basis, could assume the function of deterring the probable enemy from conduct- ing military operations with local goals. For this proposal to be implemented at the initial stage, it is suggested to supply the Opera- tional-Tactical Deterrent Forces with 10- 12 missile and aviation complexes equipped with con- ventional precision weapons from the Rocket Forces, Ground Forces, and Air Forces. These missile and aviation complexes, while remaining functionally a part of the Rocket Forces, Ground Forces, and Air Forces, and based deep within Russian territory during peacetime, would be subordinated operationally, through a Main Directorate of the General Staff specially created for these purposes, to the Supreme High Command of the Russian Armed Forces. Dur- ing a threatening period, Operational-Tactical Deterrent Forces, by decision of the Supreme High Command, could be redeployed to the region of possible conflict and aimed on especially important targets deep in the probable enemy's territory. In the event plans for the eastern expansion of NATO are realized or new directions of possi- ble aggression appear (for instance, the Southern Kuril Island), it would be expedient to increase the number of the Operational-Tactical Deterrent Forces' missile and aviation complexes to 30- 50 units. At the same time, units of missile artillery and aviation complexes could be armed with nuclear weapons. To demonstrate persuasively to a probable enemy the RF's determination to impede any NATO advancement into the territory of the former USSR, some Operational-Tacti- cal Deterrent Force units also could be moved up to the borders, particularly the Russian-Norwe- gian border; to Russian military bases in Armenia, Georgia, Adzharia, and Abkhazia; to the

Kaliningrad special region; and into Belorussia, to which President A. G. Lukashenko has agreed in principle.

The Mobile Forces: Mainstay of the Russian Army It is advisable when waging local wars within the former USSR to give the main functions to spe- cial elite units: Mobile Forces of the Russian Federation Armed Forces, which also must have prior- ity designation. Not intended for participation in extended military conflicts, these units could be used on a short-term basis in holding actions and to repel aggression from abroad against Russia and the CIS using conventional weapons. They also could be designated for peacekeeping opera- tions under the aegis of CIS, as well as the UN and other international organizations. It is advisable to form Mobile Forces, up to 90,000 strong, based on Airborne troops and using some units of naval infantry, over a year after a corresponding decision is made. Functionally, naval infantry would stay under Navy command and would be transferred to operational Mobile Forces command only for the conduct of special operations. For five years after forming these Mobile Forces, it is suggested that recruitment be exclusively on a contract basis. After the process of turning them into a professional force is complete, Mobile Forces should be fully staffed and given all kinds of heavy armaments and equipment. Moreover, the number of naval infantry should be increased with the assistance of the Baltic Fleet, Black Sea Fleet, and Caspian Flotilla, which are located in potential conflict areas of the Caucasus and Baltic countries. Special attention should be paid to the creation of naval infantry in the Caspian region be- cause of the extremely high probability of conflict arising from the unresolved problem of the status of the Caspian shelf. It is important to equip Mobile Forces with military transport aviation (MTA), which will belong functionally to the Air Forces and be operationally subordinate to the Commander in Chief of the Air Forces but required to carry out orders of the Mobile Forces. The need for MTA aircraft desig- nated to move personnel and military equipment, including heavy military equipment, is estimated at 100 aircraft. Most of the aircraft in MTA available today are not functioning. Therefore, about 30- 40 additional aircraft should be brought into service because of the extreme importance of the tasks performed by the Mobile Forces. A typical special operation involving Mobile Forces and aimed at liberating a large area of the for- mer USSR from nationalists should be based on the following principles. The commander of the op- eration is appointed and should receive a legally valid order. The date and time of the operation then are set. A rigid system of unified command is established so that operational command over all util- ized forces, regardless of departmental subordination and affiliation, is concentrated in the hands of a single person. In the first stage, aviation, special military intelligence (GRU) forces, and special Federal Security Services (FSB) and Foreign Intelligence Service (SVR) groups carry out strikes for the purpose of destroying or seizing the most important enemy targets and eliminating the enemy's military and po- litical leadership. Then Mobile Forces, with the support of army and frontline aviation and naval forces, crush and eliminate enemy forces and take over their territory. After that, subunits of Ground Forces and Internal Troops of the Ministry of Internal Affairs, RF, preferably with some combat experience, move in. They establish control of the most crucial locations and carry out "cleansing" of the territory. Then, with the help of militia formed out of the pro-Russian part of the local population, they establish control over the territory and ensure the elimination of nationalists and deportation of some categories of citizens from certain locations. It should be emphasized that until the end of the special operation, local authorities are needed only insofar as they are useful in supporting military control over the territory.

Winners and Losers

Military intelligence plays a most important role in achieving the main goals of the Armed Forces. Making the GRU (Main Intelligence Directorate) and its subunits and structures more effec- tive should be given the highest priority. To implement these proposals, half the personnel of the Armed Forces would have to go to the four most important components of the Armed Forces named above, which also should be given pri- ority in financing. Because the economic situation in the country is difficult, the other half of the Armed Forces would have to exist under tight financial limitations. The Navy is the most expensive of the Armed Forces. A differentiated approach is needed here. Naval strategic nuclear forces cannot be underfinanced. The situation is more complex with respect to providing for the combat stability of naval strategic nuclear forces. The system exists and should be preserved, but this does not require building large ships. Aircraft carriers are an exception, since two carriers each are needed in the Pacific Fleet and Northern Fleet to meet military goals. There are only two at present, and the country's economic situation does not allow for two more.

To provide for anti-submarine warfare in oceanic theaters of military operations (TVD), there are in service submarines and ships equipped with special arms. This equipment should be main- tained and ships and submarines currently under construction should be finished, but no new ones should be built for the time being. With respect to combating enemy aircraft carriers, there are no battle groups now in place. Our recommendation is to maintain the status quo and concentrate on retaining existing levels. With reference to landing support for naval infantry, the appropriate infrastructure was built 0 by the USSR. It is important not only to stop its destruction, but also to continue its develop- ment, since costs will not be high but will allow it to perform tasks of the Mobile Forces with great effectiveness. In protecting sea communications, special attention should be paid to protecting lines of com- munication with the Kaliningrad Special Region. At the same time, activities in the remote oce- anic regions should be limited. The existing system for the coastal defense of the Russian Federation should be supported and developed, since no big investments are needed here. Finally, it is necessary to abandon the tasks of combating transatlantic shipments of U.S. forces and combating the enemy's surface ships and submarines armed with cruise missiles. V There are two large groups in the Ground Forces today. One was deployed in the Far East Military District and Trans-Baikal Military District during the time of tense relations with China. In subsequent years, it was degraded less than other groups. Another large group was de- veloped for obvious reasons in the North Caucasus Military District. It is reasonable to continue to support these groups. For the North Caucasus Military District, this means confirn-dng the ex- ception of District units from the treaty on Conventional Forces Reductions in Europe at the May conference of participants. It is unacceptable that the issue of the North Caucasus Military District be linked with the proposal made by a number of countries that the numbers of Russian forces in the Kaliningrad Special Region be cut; in light of Poland's and the Baltic countries' plans to join NATO, the very fact that the issue of the Kaliningrad Special Region has come up seems both ambiguous and a provocation. A limited number of Ground Forces are located in the strategically important Leningrad and Moscow Military Districts. From the west, Moscow is covered by only two army divisions. As there is no danger of a large-scale invasion of Russia similar to the invasion of 1941, the development of forces to the west of Moscow should not be

hurried. But in the event the Eastern European countries join NATO and the infrastructure for an invasion force appears, Russia will be forced to respond accordingly. One possible response might be to recreate the Belorussian Military District and deploy Ground Forces and frontal avia- tion of the Air Forces there. Also, since it currently is difficult for Russia to maintain parity with NATO in conventional weapons, the primary emphasis should be assigned to tactical nuclear deterrence of the threat of non-nuclear attack by NATO forces. This approach will require arming the Rocket Forces, Ground Forces, and frontal aviation of the Air Forces with nuclear weapons and will be much less expensive than providing a non-nuclear deterrent force for a non-nuclear invasion. In gen- eral, the present weakness of Russia dictates reliance on nuclear weapons, including tactical weapons. Today, the only possible way to deter NATO is through nuclear deterrence. At the same time, should the relationship between Russia and China change, the same approach can be used in Central Asia and the Far East. An important problem in the Ground Forces is revision of the list of units in military districts and the discovery of units which can be cut. It is advisable to limit the number of divisions to 30- 35, of which 15-20 could be manned with conscripts and work on combat readiness while the other 15, evenly spread around the country, would be cadre and would serve as a base in prepar- ing the mobilization reserve. At the same time, preparation of the mobilization reserve should be conducted within the Internal Troops of the Ministry of Internal Affairs (MVD) and Border Guards. V In units of the Air Forces, special attention should be concentrated on maintaining mili- tary transport, frontal aviation, and aviation of the strategic nuclear forces, which could be used by the Operational-Tactical Deterrent Forces and Mobile Forces, at the required level. A major task is preserving qualifications of flying personnel. The Air Defense of military districts should be given to the Air Forces from the Troops of Air Defense, disbanding the latter units but retaining their combat readiness requirements. The missile attack warning system, space control system, and Moscow ABM System, as well as their corresponding testing grounds, would be transferred to the Strategic Rocket Forces. The Air Defense system that is maintaining CIS perimeter defense also would be transferred to the Air Force. Another possible solution is to give it to the Federal Border Guard Service. This would be logical, because they are not now able to defend against a massive air attack from the probable enemy. The circle of tasks resolved by them, in fact, is limited to early warning of an unsanctioned intrusion of CIS airspace and interception of individual targets. This is more a function of the Border Guard, not the Armed Forces. Moreover, the Federal Border Guard Service looks after the ground and ma- rine border. It would be logical to close the loop by giving them the air component as well.

Legislative Priorities It is proposed that in the immediate future, it is necessary to prepare and confirm in the Federal Assembly (parliament) a national security doctrine and a military doctrine for the Russian Federa- tion. Based on these doctrines, a five-year plan of reform for the Armed Forces of the Russian Fed- eration should be developed and adopted. This current document can be used both to prepare the national security and military doctrines and to prepare the plan of reform for the Armed Forces. Moscow, February 1996

Even before the vote of November 2008, a cult of personality has been evolving around Barack Obama. After his election, this cult of president Obama reached new heights, although it now seems to be abating. This wave of uncritical adulation may be understandable within the United States –Obama is indeed a historical figure for America. Also, considering the unfortunate qualities of his predecessor, it is quite reasonable that an articulate, intelligent, sophisticated and thinking president – capable of correctly pronouncing the word “nuclear” – enjoys a charisma somewhat reminiscent of John Kennedy. And so, even trivial actions by Obama are hurriedly qualified as “historic.”

It is premature to make definitive assessments of a president who is only six months into his term in office. And it is a hyperbole to apply the qualifier “historic” to Obama’s actions so far in American international relations.

Understandably, the dire circumstances of the domestic economic crisis have been the major focus of president Obama’s attention (as they well must), so one should not demand much in terms of fresh international initiatives.

Regarding Russia, there is a growing perception that the much ballyhooed “reset” in relations with United States is a PR gimmick, borrowed directly from the vocabulary of American electoral campaigns. The shrill, confrontational and undignified invectives of the past secretary of state have been toned down, but substantive change in actions is yet to be seen. Again, allowance must be made for the new Washington administration’s short time in office, and for the distractions of a difficult domestic economic situation.

Obama’s trip to Moscow will of course include several major photo-ops, and will be accompanied by many verbal and non-verbal symbols. One can also expect several political faux-pas, which are typical of most American high-level visits, usually and regrettably ill-advised and even clueless about the realities of Russian public opinion. The “Sherpas” will have prepared one or several declarations for a ceremonial signature, and these declarations will be more or less significant to the parties (keeping in mind that genuine treaties binding on the United States require congressional ratification – a process which is slow and often fruitless). For example, like the “reset” button, the proposal for mutual deep cuts in nuclear weapons articulated by president Obama is perceived by specialists as yet another utopian goal, made apparently for PR reasons and impossible to truly achieve, if the worldwide configuration of the weapons of mass destruction is taken into account.

The regrettable reality is that Russia and the United States remain engaged in only a few (albeit important) of the many policy sectors where positive collaboration would be beneficial to both countries. The causes of this situation and the ways to overcome it are outside the scope of the present note. Obviously some dialogue is better than none at all, and Obama’s visit to Russia is desirable, but one should not cultivate great expectations regarding its usefulness or productivity. The visit at best should set the stage for a continuation of dialogue and perhaps a process of improving relations in small steps.

Before “historic” results are achieved, there needs to be a genuine paradigm change for the relationship, particularly in America. Since 1986 such a paradigm shift has evidently been taking place within Russia, but one does not see much evidence of a matching change in the policy apparatus of the United States. This situation leads to complications, as the two countries in many instances appear to be speaking past each other. One hopes that president Obama’s first visit to Russia, rather than attempting to be “historic,” will initiate the gradual alignment of relationship paradigms.

There is no shortage of solicited and unsolicited advisors and pieces of advice for the upcoming Obama-Medvedev summit. Some of the advice is pretty reasonable; for the most part it is best ignored. One’s first instinct is to stay away from this cacophony and try to moderate one’s expectations so as not to be hugely disappointed later.
However, the temptation to weigh in with one’s particular advice is very high. Since both Obama and Medvedev are Internet users one does not have to send a letter to the White House or the Kremlin and wait for the routine answer from some clerk. Chances are that both or at least one of them will surf the Net on the eve of the summit and pay attention to some of the items.

My message to Obama is very simple and straightforward. Some people compare him to John Kennedy. This is fine, Kennedy was definitely a remarkable figure – but why not try to raise the sights to the level of Ronald Reagan? Why not finish the job that Reagan started but his followers squandered away? Reagan wanted to confine communism to the garbage dump of history, but at the same time he dreamed of making a liberated Russia an integral part of the West.

The two young leaders will do well to remember the feat performed by their predecessors Ronald Reagan and Mikhail Gorbachev: they ended the Cold War. Obama and Medvedev must be well aware that if it had not been for “Ronny and Gorby,” the Cold War would not have ended the way it did. The U.S.-Soviet confrontation could have extended well into 21st century, and the nuclear option could not have been ruled out. However, the overlapping visions of Reagan and Gorbachev ensured that the collapse of communism was relatively bloodless. These visions met with resistance from an array of forces, but both leaders succeeded despite trenchant opposition of their hawkish advisors.

Unfortunately, the collapse of communism was not followed by what should have been a logical continuation of the process: Russia’s integration in the West. George Bush Sr. administration’s talk of transition to a new security paradigm “from Vancouver to Vladivostok” turned out to be just that: talk. Empty rhetoric.
Still, it is encouraging that this idea is not quite dead yet, and 20 years on there are some indications of it entering the reviving mode. President Medvedev’s repeated calls for a new European security architecture is a step in the right direction. However, the terms should be changed as soon as possible: America should be added to the equation, and the goal should be Euro-Atlantic, not just European security.

Perhaps Medvedev’s original idea was to win European hearts and minds and diminish America’s influence on the European continent. If this was the case, it was pretty naive. Europe and America sometime see things differently, but when push comes to shove, they are definitely together, with or without Russia.

Building a Euro-Atlantic security architecture is obviously not an easy job, but I am sure there are enough bright minds in the American, European and Russian military establishments who can handle it. If Obama and Medvedev can at least agree that Euro-Atlantic security is the logical way to go, then they can definitely claim success for the summit – and we would wholeheartedly agree.

Italian priest joins Masons

Rome, Feb. 19, 2007 (CWNews.com) - An Italian Paulist priest has become a member of the Masons, joining the group in a ceremony attended by about 40 people at the Masonic headquarters at Piazza del Gesu in Rome.

Father Rosario Francesco Esposito dismissed the Church ban on membership in the Masonic lodge, saying that it is “a thing of the past.”

The move by the 85-year-old Father Esposito is particularly interesting because he, along with Father Giovanni Caprile, SJ [Note: SJ = Society of Jesus = Jesuits - TS], was once commissioned by the Congregation for the Doctrine of the Faith to study the Church’s teaching on masonry. In 1983 the prefect of the Congregation, then-Cardinal [Note: & SMOM Knight of Malta - TS] Joseph Ratzinger [Note: now Pope Benedict XVI - TS], made a public announcement that the teaching of the Church had not changed, and the ban on Masonic membership remained in place.

Tuesday (the day of Mars), 28^th April. I was listening to the public Slovenian radio channel # 1. The speaker announced the declaration of a certain doctor Pajc, a Croatian physicist living in Mexico. Dr. Pajc (I translate so the name I heard) affirmed that the Mexican government knew well the existence of the viral threat, many time before its dramatic appearance with many deaths and ill people. Dr. Pajc – as stated by the speaker - affirmed that the government was practically doing nothing or very little to stop the threat.

What I could have learned from the statements of doctor Pajc reported by the speaker, is that the situation is very similar to the one where an occult hand is doing every efforts to spread the plague.

And now, during the explosion of the plague, and exactly at one year of distance from the papal visit to the American plantations , the “lowest negro of the army” they putted in the (Andrew) White House just visited Mexico. Partying with the Nazi Party

At those times, I searched for "Brugioni" but I found nothing of interesting (at least considering the knoweledge I had two years ago about the matter "Italian papal bloodline").

Anyway, the first posts of that thread were dealing with the murders of the (papal) gang of the FIAT UNO Bianca (=White), built up with agents of the other Italian police corp, the 'civil' State Police. I found interesting allusive links, in the murders of the UNO BIANCA gang, with the reactionary papal movements which moved the Cental Apennine peninsula against the Napoleone invasion. I found till now nothing of particular about her 'noble' family, but a Biancoli bloodline linked with the Este, it seems that it exists just in the common region to which Modena and Ferrara belongs....

Among the Fiat Uno White gang of Modena/Bologna (remember the presence of a White Fiat Uno car in the scene of Diana's sacrificial murder!!!), among the Massacre of Ustica (then linked with the Massacre of Ramstein '88!!!!!!), passing through the various traumatic psy-ops in North Italy (Italian Unabomber etc.) and the Italian Telecom corporation as disguise for the Vatican crusade in the Balkans, I discovered many other Counter Reformation allusions hidden in the Italian car industry, that after the death of the Black nobility exponent Gianni Agnellli, is represented today by Jesuit trained (even if he didn't finish the Jesuit Massimiliano Institute) and with the most probability Este controlled Luca Cordero di Montezemolo.

Do you remember something when i say "Gianni de Gennaro" (actual head of Italian civil inteeligence), "Mario Draghi" (actual Italian central bank boss and member of Swiss based BIS)? And now, ladies and gentlemen, we are arriving to the papal bloodlines. I wanted to post some informations about papal orders and papal blodlines in the Maximus family thread, but as the information were not strictly linked with the argument "Orsini", I decided to keep the news for better times.
